The Woodlands wants to become a city. How does that happen?
The Woodlands is on its way to becoming a real city.
What does that actually mean? The bustling master-planned community north of Houston is technically a township governed by a board of directors, which have different authority over its residents than a city.
Police in The Woodlands, for example, are actually Montgomery County Sheriff's Office deputies paid under a special contract between the county and township. The Woodlands also has no authority over its roads, water and sewage lines, or ordinances that control things like noise, fireworks or parking.
