Federal court upholds order to remove Texas border buoys in major loss for Abbott

Texas will have to move its floating buoy barrier in the Rio Grande after a federal appeals court on Friday rejected the state’s appeal of a lower court ruling. The decision is a victory for the U.S. Justice Department, which sued the Texas governor in July after he refused to remove the wall of buoys deployed under Operation Lone Star.
