Timeline: When and where the atmospheric river storm hits Northern California – Another winter storm arrives this morning for Northern California bringing heavy rain and very strong winds to the valley. Two to three inches of rainfall is expected with this storm, with up to three feet of snow in the Sierra. California's Flood Operations Center activated ahead of atmospheric river storms – To help keep people safe with more rain and potential flooding on the way, California water experts are stepping up their efforts. Tuesday, the California Department of Water Resources (DWR) said its Flood Operations Center is fully activated. This means an elevated level of coordinated efforts with local agencies to keep people safe as more rain arrives. Suspected killer of 15-year-old Stagg High School student 'not competent' to stand trial – Alycia Reynaga was killed back in April 2022. Anthony Gray allegedly drove to Stagg High School's front parking lot in Stockton, parked, walked over to Reynaga and stabbed her. Gray was eventually arraigned on charges of first-degree murder, a special circumstance of torture, personal use of a non-firearm and other charges.
